New Oleans under martial law?

I taped an interview this afternoon for community television that should be shown in about a month. While we were waiting to begin Robert showed me a homeless newsletter that stated (among other things) that there were still 10,000 armed soldiers occupying New Orleans.

What's going on in New Orleans?

Do you live there? What's it like?

I couldn't help but wonder if they intend to use it as a staging area when they declare martial law...
